High DPI: Support for Larger Scaling Setting in Windows (306429 *2019.1.1)

QPR Windows clients (ProcessDesigner, EnterpriseArchitect, Metrics) now support better high resolution displays (QHD, UHD, etc.) when >100% scaling settings are used. Windows, views, icons, etc. are now scaled bigger according to scale percentage.
